  2. Executive Summary:
    This Semi-Annual Accomplishment Report covers the period from January 1, 2016 to June 30, 2016

    For the period in review, 10 Kidnapping-for-Ransom (KFR) cases were reported to and investigated by this Group. Five of these cases were perpetrated by Other Criminal Individuals, four cases of Criminal Gangs and one case by Terrorist/Threat Groups. There was no reported case perpetrated by Organized Crime Groups.

    On other cases, AKG received 11 alleged abduction/kidnapping incidents. Eight of these incidents occurred in Luzon and three in Mindanao. AKG also handled three hoax kidnapping cases, two of these cases occurred in Luzon and one in Mindanao.

    AKG filed seven7 KFR cases at the Department of Justice (DOJ), Manila.

    The Group’s intensified manhunt operations through the implementation of Manhunt Charlie and Lambat-Sibat resulted in the neutralization of 13 KFR suspects. 11 suspects were arrested and two were killed in action. In addition, 17 non-kidnapping suspects were also arrested.

    As a matter of empowering the community in the fight against the crime of kidnapping, AKG conducted two seminars on the Role of Barangay in KFR Prevention and 18 seminars on Community Security Awareness.

    On personnel career advancement and skills enhancement program, 10 personnel have undergone career advancement course; 14 underwent specialized trainings;286 personnel attended nine in-house trainings; three personnel underwent Foreign Assisted Training Program such as Comprehensive Crisis Management in Hawaii, USA, Senior Crisis Management in Washington DC, USA and Combating Hate Crimes in Thailand. Also, four 4 personnel underwent the Basic Terrorism Investigation Course that was sponsored by DSS-ATA.

    On the morale and welfare aspects, 1,353 medals were awarded to AKG personnel for their accomplishments.13 Medalya ng Kadakilaan, 67 Medalya ng Kagalingan, 279 Medalya ng Kasanayan, 478 Medalya ng Papuri, 70 Medalya ng Paglilingkod sa Luzon, 133 Medalya ng Paglilingkod sa Visayas, 11 Medalya ng Paglilingkod sa Mindanao, 53 Medalya ng Paglaban sa Manliligalig, 196 Medalya ng Paglilingkod sa Santo Papa, 10 Medalya ng Paglilingkod and 43 Medalya ng Ugnayang Pampulisya.

    The AKG PSMU is continuously preparing for the conduct of PNP AKG Certification on Proficiency Evaluation Process. Hence, the Advisory Council Resolution 2016-001 entitled “Inclusion of Field Units Advisory Council Chairmen as members of the AKG Advisory Council” and signing of Advisory Council Resolution 2016-002 as Renewal of Commitment of members of the AKG Advisory Council.

    Generally, the AKG has performed well in accomplishing its mandate and in displaying law enforcement strength in suppressing the country’s KFR menace.

  1. To resolve organizational dysfunctions and improve the quality of police services


    In adherence to the PNP PATROL PLAN 2030, AKG assigned qualified personnel to every Division based on their skills and capabilities in order to make them effective as law enforcers. Thus, assigned in Intelligence and Research Analysis Division (IRAD) are personnel who have intelligence courses. In Investigation and Case Monitoring Division (ICMD) are experienced investigators and have investigation courses. Assigned in other Divisions such as Operations Management Division (OMD), Information, Education and Family Liaising Division (IEFLD), and Administrative Resources and Management Division (ARMD) are personnel who acquired different courses related to their tasks such as Kidnapping and Hostage Negotiation Courses and seminars. Lastly, designated Case Negotiators are those recipients of foreign assisted Negotiation Courses.  
  1. To strengthen law enforcement capabilities

    AKG is maintaining its technical equipment and continuously trained its personnel in the fields of negotiation, investigation and intelligence to strengthen their capabilities in addressing KFR incident. Likewise, the IEFLD conducted two seminars on the Role of Barangay in KFR Prevention and 16 Community Awareness to educate the public of their role in the prevention of kidnapping incidents.
  1. To enhance the welfare and benefits of its personnel and dependents

    The welfare of each personnel is also a priority of AKG. The Group conducted seven team buildings and recreational activities to boost the morale and strengthen harmonious relationship among its personnel.

  For the period, AKG conducted one course on Hostage Negotiation to 49 Manila Police District (MPD) personnel at the MPD Multi-purpose Hall, UN Ave., Manila on                    February 9-23, 2016.
     
      On February 27, 2016, Deputy Chief, Luzon Field Unit (LFU) with the Bachelor of Nursing Batch 1992, Urdaneta  City University  in support with the College of Nursing                 Education Program  conducted a Medical Mission  at San Vicente Taaca Memorial School, Brgy. Sto. Domingo, Urdaneta City.

       AKG also conducted a lecture on Critical Incident Management at the 7th Floor HEMS Bldg., Sonny Belmonte Auditorium, East Avenue Medical Center, East Ave., Quezon           City wherein 100 participants composed of doctors, nurses, allied medical professionals and security personnel of the said medical center.

Further, the AKG Pool of Instructors conducted two-day Orientation seminar on Jail Hostage Situation at Bureau of Jail Management and Penology (BJMP) in their Headquarters, BJMP Region 7 and 10 with a total of 152 BJMP personnel.

  2.   Logistics Management Program

- The following are the programs undertaken in optimizing the utilization of Logistical resources:

- Regular cleaning and practice firing for serviceability check and functional maintenance of issued firearms;

          - Inspection on the Permanent Issuance of Short Firearms and Acknowledge Receipt of Equipment (ARE);

          - Repair and Maintenance of Issued Vehicles; and

          - Stencil of all organic vehicles.

3.   Management of Donations from LGUs and Other Agencies

      The Directorate for Logistics by virtue of Issuance Directive Number DL2-2016-03-170-PNP (AKG) issued to this Group a white Toyota Hi-Ace Van with plate no. SAA 3806         on March 22, 2016. To ensure serviceability of the equipment, periodic inventory and inspection are being conducted.

Further, Dr. Zenaida P. Friolo, Optometrist, donated 200 pieces of eyeglasses to AKG personnel held at AKG Conference room last March 18, 2016.

4. Management of Resources

  1. Monthly Inspection of AKG Organic Motor Vehicles was conducted by Logistics Section, ARMD; and
  2. Maintenance of AKG Stock Room intended for Common Use Supplies to preserve the serviceability of the materials.

5.   Improvement of the Procurement System

 
The AKG has no Bids and Awards Committee (BAC). Being a former Task Force and field operators whose expertise are more focused on police operations, this Group banks on the competency of Logistics Support Service Bids and Awards Committee (LSS-BAC) in handling the bidding process of MOOE and other funds for procurement allotted for the consumption of AKG. Meanwhile, this Group strictly observes the proper distribution of supplies and materials thru utilization of stock cards in the distribution of supplies.

 
6.   Financial and Logistics Review and Evaluation Program

The Internal Affairs Service, Inspection Team headed by PCSUPT PERPETUO MACION conducted an Inspection on their Validation of the 2014 Recommendation Result on February 5, 2016 at about 2:00 PM at the AKG Headquarters, Camp Crame, Quezon City.

Further, personnel of AKG Mindanao Field Unit (MFU) participated on the Regional Internal Affairs Service 9 (RIAS9) Monthly Inspection held at Parade Ground, Camp Gen. Eduardo Batalla, Justice Roseller T. Lim Blvd., Zamboanga City.

      -     Increase the number of personnel in MFU to complement the personnel requirement to be deployed in Sulu and Tawi-Tawi provinces being theKFR hotspot areasand to be augmented to theSulu Anti-Kidnapping Task Force (SAKTF);

      -     Inclusion of Non-Uniformed Personnel (NUP) in Plantilla Position in the AKG Organizational Structure;

      -     Recruitment quota allocation for AKG; and

      -     Upgrading the rank of Director, AKG from POLICE SENIOR SUPERINTENDENT to POLICE CHIEF SUPERINTENDENT.

  1. Concerning the overall security of AKG, the following policies were initiated:

      -     Preemptive Security Measures inside AKG Compound which tackles on the Do’s and Don’ts inside AKG compound to include the accommodation of outsiders;

      -     Security Survey and Inspection (SSI) is conducted quarterly to evaluate on the installation which needs improvement for security purposes; and

      -      A Control Tag is being issued to all visitors of AKG to identify and monitor their entry to the compound.

  1. Improve Community Safety Awareness through Community-Oriented and Human Rights-Based Policing

Human Rights Advocacy Program

AKG adheres and respect for human rights during police operation and keep on reminding its personnel on the value of human rights by including it in the discussion during Police Information and Continuing Education (PICE).For the period, one Human Rights Advocacy seminar and six PICE were conducted by this group held at the AKG Conference Room, Camp Crame, Quezon City.

  1. Intelligence

    This Group identified three KFR Groupsfor the period covered. The identities of the Group leaders as well as their members were uncovered, some of their safe houses were located and their vehicles used were identified. These groups are being the subject of intensified manhunt operations.

    AKG conducted 88 background investigations on PNP personnel who sought accommodation from this Group and 152 on civilian suspects/personalities. 13 threat assessments for security detail in favor of former kidnap victims were provided and 33 security escorts were also provided during court hearings.

    For the period covered, AKG handled 10 KFR cases.

    Five KFR Cases perpetrated by Other Criminal Individuals (James Lin, Princess Marinelle Babanto, Wu Rong Feng, Angelo Aligo and Tony Co);

    Four KFR cases perpetratedby Criminal Gangs (Josh Dy and his nanny Dianna Bojo, Carlos Koo, Rakesh Kumar Sanny Singh and Nandani Kaur); and

     One KFR case perpetratedby Terrorist/Threat Groups (Ronnie Bancale and two others).

    On other cases, AKG received 11 alleged abduction/kidnapping incidents. Eight of these incidents occurred in Luzon and three in Mindanao. AKG also handled three hoax kidnapping cases, two of these cases occurred in Luzon and one in Mindanao.
  1. Operations
  1. AKG manhunt operations resulted in the arrest of 11 KFR suspects and twokilled in action involved in kidnapping.

    a1.    Arrest of Wanted Person in Quezon City

    On January 16, 2016 at about 5:30 PM, elements of AKG, in coordination with the Special Intelligence Force, ISAFP, arrested Sgt. Ronnie Ladraso y Pingcas 804716 a.k.a. Brix, 38 years old, active member of the Philippine Army and assigned with the Foreign Intelligence Force (FIF), ISAFP.

    Subject was arrested at FIF Compound, Camp General Emilio Aguinaldo, Quezon City by virtue of WOA issued by Hon. Judge Eloida R. De Leon-Diaz of RTC Branch 58, Lucena City docketed under Criminal Case No. 2014-202 for the crime of KFR.

    Arrested person was involved in the kidnapping of Bryan Santy Ang at Barangay Kalyaat, Lucban, Quezon on December 6, 2012.

    On January 19, 2016 at about 9:15 AM, Sgt. Ronnie Ladraso was turned-over to Pagbilao District Jail by virtue of Commitment Order issued by Hon. Judge Eloida R. De Leon of RTC Branch 58, Lucena City.

    a2.    Rescue of Kidnap Victim Princess Marinelle Babanto in Taguig City and Arrest of One Suspect

    On February 3, 2016 at about 2:20 PM, Michael Jay Dela Cruz a.k.a. MJ, 34 years old, stay-in helper of a canteen owned by Mrs. Melce Banua-Babanto (mother of victim Princess Marinelle Babanto) located at No. 26, Ballecer St., Brgy. Signal Village, Taguig City with 3-year-old Princess Marinelle, went to Jollibee Fastfood Chain in Market Market, Taguig City with the permission of Mrs. Babanto. However, they failed to return home.

    On February 5, 2016 at about 11:30 PM, Mrs. Babanto received an SMS from the suspect asking for his unpaid salary amounting to One Thousand Pesos (Php1,000.00) in exchange for the release of the victim. Later on that day, she reported the incident to AKG LFU and took cognizance on the cases.

    After a series of negotiations, at about 3:30 PM of the same date, Mrs. Babanto sent the said amount through Smart Money Padala as instructed by the suspect which was not yet withdrawn for unknown reason. After a few minutes, she received another SMS from the suspect instructing her to deposit a separate One Thousand Pesos (Php1,000.00) through Smart Money Padala and promised to release the victim. At about 5:30 PM of the same date, MJ withdrew the last transaction but the victim was not released.

    On February 6, 2016, AKG LFU together with Mrs. Babanto conducted follow-up investigation for the possible location where the suspect will withdraw the money sent by the victim’s family. At about 8:30 PM of the same date, Mrs. Babanto spotted the suspect withdrawing the previous transaction together with the victim. Immediately thereafter, AKG LFU operatives arrested the suspect Michael Jay Dela Cruz y Frias and rescued the victim Princess Marinelle Babanto in front of Smart Padala Center, Brgy. Mangahan, Pasig City.

    On the next day, an Inquest Proceedings was conducted at AKG War Room by Asst. State Prosecutor Cesar Angelo A. Chavez III, Anti-Kidnapping Task Force of the DOJ, against Michael Jay Dela Cruz. Subject person was charged for the crime of KFR in violation to Article 267 of the Revised Penal Code (RPC) as amended docketed under IS Number XVI-INV-16B-00021.

    On March 25, 2016, arrested person was turned-over to BJMP, Camp Bagong Diwa, Taguig City.

    a3.    Recovery of Kidnap Victim Josh Dy and His Nanny Diannara Bojo

    February 12, 2016 at about 10:25 AM, 7-year-old, Josh Dy, son of Mr. Henry Dy who is engage in oil business in Tagologon, Misamis Oriental and his nanny Diannara Bojo were about to ride into an  improvised passenger tricycle in front of the Sacred Heart Academy, Bugo, Cagayan de Oro, when unidentified male factors together with a female who was later identified through CCTV footage as a certain Michelle, aunt of Josh, forcibly took and dragged the victims to an unidentified vehicle. The suspects together with the victims immediately escaped towards unknown direction.

    At about 1:15 PM of the same date, Mrs. Jerlyn Mercedez Dy received a call from an unidentified person in Maranao accent who introduced himself as certain Jun. Initially, the caller demanded Two Million Pesos (Php2,000,000.00) ransom then lowered it to One Million Pesos (Php1,000,000.00) in exchange for the release of the victims. 

    On February 13, 2016, at 2:00 PM, AKG Iligan Satellite Office (ISO) briefed the victims’ family on the concept of AKG in handling KFR cases and accepted the Group’s assistance. Mrs. Dy is the designated family communicator.

    On February 19, 2016 at about 6:30 PM, AKG ISO lead unit in coordination with Cagayan De Oro City Police Office; 103rd Special Action Company, Special Action Force; Marawi City Police Office (MCPO); Regional Public Safety Battalion (RPSB), ARMM, MCPO; Provincial Public Safety Company, Lanao del Sur PPO; 3rd Maneuver Company, RPSB, PRO ARMM; 103rd Brigade, PA;  51st Mechanized Coy, 5th Mechanized Battalion, PA and Bravo Coy 65th Infantry Battalion, PA conducted pay-off security operation at the vicinity of Marawi GMA Integrated Terminal.

    The said pay-off was consummated when a female Ransom-Taker onboard a white Tamaraw FX with plate no. UJK 940 took the ransom money and immediately fled towards Marawi City. 

    Thereafter, the victims were subsequently released after the ransom was paid. The victims were immediately secured and were brought to Amai Pak Pak Medical Center in Marawi City for medical check-up. 

    Upon learning that the kidnap victims were safely recovered, a hot-pursuit operation was immediately conducted against the fleeing kidnappers and a firefight ensued along the vicinity of Brgy. Matampay, Marawi City. The said operation resulted to the death of one of the suspects John Nasser Barao, 35 yrs old, a native of Madalum, LDS and the arrest of three others who were wounded during the encounter. One of the arrested suspects, Michelle A Mercedez, was identified by the operating troops as the Ransom-Taker.

    The wounded suspects, Deleon S Gumagadong of legal age, a resident of Pagayawan, Salvador, LDN, Michelle A Mercedez, 29 yrs old and a native of CDO and Monte S Macaantal, 51 years old, driver and a resident of Baloi, LDN were immediately brought to Amai Pak Pak Hospital for medical treatment while the KIA was claimed by Brgy. Chairman Jalloud M Omar of Brgy. Sugod Kuloy, Madalum, LDS.

    PSINSP RAMSIS G CARTAGENA of Cagayan De Oro City Police Office, member of the joint operating teams, sustained injury in his left leg and was brought to Cagayan University Medical Center, Cagayan De Oro City. P03 Jeremy Rivera, of the same Police Office sustained multiple gunshot wounds particularly in his left hand, right thigh and left side of his body.

    Recovered from the crime scene were the following

    a. Php500,000.00 (Ransom Money);

         b. White Tamaraw FX with plate no. UJK 940;

         c. Twounits Nokia Cellular Phone;

         d. One unit Samsung Cellular Phone;

         e. One unit Kenxin DA Cellular Phone;

                      f. One unit Para Ordinance Cal. 45 Pistol with SN 135745 with magazine loaded with live ammunitions;

                      g. One unit Cal. 357 Revolver with SN 623011 loaded with 5 live ammunitions; and

         h. One unit Fragmentation Hand Grenade.

In the morning of February 22, 2016, Deleon S. Gumagadong, one of the three suspects who was seriously wounded and was confined at Amai Pakpak Medical Center, Marawi City, was declared dead by the attending Physician of the said hospital.

At about 2:00 PM of the same date, an Inquest Proceedings was conducted by Asst. State Prosecutor Jayvee Lawrence B. Bandong, Anti-Kidnapping Task Force of the DOJ, Manila at the Northern Mindanao Medical Center, Cagayan de Oro against the two other wounded suspects, Michelle A. Mercedez and Monte S. Macaantal. The said case was docketed under Criminal Case Number XVI-INQ-16B-00035 in violation to Article 267 of the RPC as amended for the crime of KFR and Serious Illegal Detention. Regular filing of KFR case will be done against at-large suspect, Amrix Rashid a.k.a. Arafat Sedic.

On February 6, 2016 at about 8:00 AM, operatives of AKG LFU arrested Berlin Gabertan y Vasuani, 54 years old, a resident of No. 188 Humility St., Logcom Ville, De La Paz, Cogeo, Antipolo City


Gabertan was arrested at No. 50, Victoria St., Vista Verde, Executive Village, Cainta, Rizal by virtue of WOA issued by Hon. Judge Lily De Vera-Vallo of RTC Branch 54, Tarlac City for the crime of KFR docketed under Criminal Case No. 2932-2014 with no bail recommended.

Arrested person was involved in the kidnapping of Zyd Angel Garcia Llagas at Brgy. Tibag, Tarlac City on October 25, 2013.

On April 13, 2016, arrested person was turned-over to BJMP Tarlac City Jail, Tarlac City.

Arrested person was involved in the kidnapping of Pardeep Kumar in Cauayan City on December 3, 2014.

On February 23, 2016 at about 3:00 PM, joint operatives of AKG, Provincial Intelligence Branch, IsabelaPolice Provincial Office and Alicia Municipal Police Station served the WOA to Mario Daculan y Rosina a.k.a. Mario, 46 years old,at his residence at Brgy. Bantug-Petines, Alicia, Isabela. Arrested person has a standing WOA for the crime of KFR issued by Hon. Judge Anastacio Anghad of RTC Branch 36, Santiago City with Criminal Case  No. 36-8931. 

Mario Daculan was involved in the kidnapping of Indian national Pardeep Kumar last December 3, 2014 in Brgy. Paddad, Alicia, Isabela. The victim’s family paid Four Hundred Sixty Five Thousand Pesos (Php465,000.00) ransom to the kidnappers for his release. However, on April 9, 2015, the remains of Pardeep Kumar was recovered in a rice field at Purok Uno, Barangay Aguinaldo, Ramon, Isabela by joint personnel of AKG and Ramon Municipal Police Station.

Subject person underwent documentation at their residence. Thereafter, for humanitarian consideration, he was properly turned-over to his wife, Mrs. Evelyn A. Daculan in her care. Mario Daculan has been paralyzed due to a gunshot wound in his spinal cord when he was fired upon by an unidentified gunman last June 4, 2015 at Brgy. Antonio Public Market, Alicia.

On February 25, 2016, the WOA was returned to the issuing court and Hon. Judge Anghad with consideration on the recommendation for the house arrest of Mario Daculan and issued an order of his arraignment on March 16, 2016.

          a7.    Rescue of kidnap victim of Angelo Aligo and Arrest of Two Suspects

On April 23, 2016 at about 1:30 PM, elements of AKG and Tabuk City Police Station, Tabuk, Kalinga rescued kidnap victim Angelo Aligo, 6 years old, at SM North EDSA, Quezon City and arrested two suspects namely: Francis Annaway Y Balaleng, 36 years old, farmer, and Loida Annaway Y Duclan, 42 years old.

On April 24, 2016 at about 4:30 PM, an Inquest Proceedings was conducted at AKG War Room, Camp Crame, Quezon City by Asst. Bayotbot, San Jose, Occidental Mindoro by virtue of WOA issued by Hon. Judge Dennis Galahad C Orendain, RTC Branch 53, 4th Judicial Region, Lucena City for the crime of KFR with Homicide docketed under Criminal Case No. 2015-1030.

Arrested person was involved in the kidnapping with homicide of Jefferson Vinci Uy on December 12, 2014 at Brgy. Tangob, Padre Garcia, Batangas.

On April 27, 2016, arrested person was turned-over to Pagdilao District Jail, Quezon province.

On May 4, 2016, joint operatives of Jolo MPS and Regional Public Safety Battalion (RPSB), ARMM in coordination with AKG MFU served the WOA to Khadafi Muktadil a.k.a. Amin Maing who was detained at the Jolo MPS Detention Center for the crime of KFR. He is the twin brother of Midas Muktadil and member of Muktadil Brothers KFRG (an ally of Abu Sayyaf Group (ASG) in Sulu). 

Arrested person was involved in the kidnapping of Brgy. Chairman Roberto Boligao of Brgy. Aliguay and two Philippine Coast Guards, SN2 Gringo Villaruz and SN1 Rod Pagaling last May 4, 2015 at Aliguay Island, Dapitan City, Zamboanga del Norte.

On May 6, 2016 at about 3:10 PM, the WOA was returned to the issuing court while thearrested suspect is temporarily detained at the Dapitan City BJMP.

Taclahan was arrested at C.L. Montelibano-Circumferential Road, Brgy. Villamonte of the said city by virtue of WOA for two counts of Attempted Homicide with Criminal Case Nos. 18-12-28124 and 15-12-28125 issued by Hon. Judge Karen Joy Tan-Gaston of Municipal Trial Circuit Court Branch 6, Bacolod City.

Subject person is now temporarily detained at Police Station 4, Bacolod City Police Office for proper disposition and documentation prior to his turn-over to the court of origin.

Dodong, 38 years old and a resident of Sitio San Miguel, Barangay Matulongan, Kibawe, Bukidnon.

Dela Cerna was arrested at Purok 4, Brgy. Westof the said municipality by virtue of WOA issued by Hon. Judge Isobel G Barroso of RTC, 10th Judicial Regional City of Malaybalay  docketed under Criminal Case No. 27544-15 for the crime of Murder with no recommended bail.

Subject person is also listed as one of the target personalities under CIDG COPLAN (BRAULIO) with CN 06-02-2015 and he is temporary under the custody of Bukidnon CIDG prior to his commitment to the Provincial Development Rehabilitation Center (PDRC) in Bukidnon.

De Oro was arrested at the Transcor Motors, Araneta St., Singcang, Bacolod City by virtue of WOA issued by Hon. Judge Katherine A. Go of RTC Branch 59, San Carlos City docketed under Criminal Case No. RTC-5770 for the crime of Frustrated Murder.

On March 1, 2016, at about 5:30 PM, Wenward Pellano, 23 years old and resident of Purok 13,Brgy. 76-A Bucana, Davao City left their residence to purchase a flashlight in Unitop GM, San Pedro St., Davao City and failed to return home. At about 7:25 PM of same date, Mr. Manuel C. Pellano, father of Wenward, received a call from an unknown person and was able to talk to his son. The caller demanded One Hundred Thousand Pesos (Php100,000.00) ransom in exchange for the release of the victim.

On March 2, 2016 at about 10:45 PM, AKG Davao Satellite Office (DSO) personnel briefed the victim’s family on the concept of AKG in handling KFR cases and accepted the Group’s assistance. Mr. Manuel Pellano was then designated as family communicator. At about 2:00 PM of same day, the family communicator received a call from the alleged suspect who demanded Fifty Thousand Pesos (Php50,000.00) as partial payment. The family communicator made a counter offer of Five Thousand Pesos (Php5,000.00).

On March 3, 2016 at about 5:00 AM, alleged victim Wenward Pellano has returned home without paying any ransom. He underwent debriefing on the same date.

During the debriefing, Wenward revealed that he concocted his kidnapping incident and returned to their residence because he was instructed by his cohorts to get the advance ransom payment of Thirty Thousand Pesos (Php30,000.00). With this development, AKG DSO and San Pedro Police Station conducted entrapment operation that resulted to the arrest of the following in different places in Davao City identified as: Juanito Dela Cruz a.k.a. John, 28 years old and Rixie Pagulayan a.k.a. Fighter, 32 years old, Kagawad of Brgy. Alegria, Cateel, Davao Oriental, both relatives of Mrs. Marissa Ocno-Pellano, mother of Wenward.

In a follow-up investigation, arrested suspect Rixie Pagulayan revealed that Mrs. Pellano is the mastermind of the said kidnapping scenario and the attempted killing of her husband, Mr. Manuel Pellano last February 26, 2016, wherein Rixie was hired by Mrs. Pellano to stabbed Mr. Pellano but the victim has survived. Thereafter, the joint operatives also arrested Mrs. Marissa Pellano.

On March 4, 2016, San Pedro Police Station filed a case of Robbery with Violence Against or Intimidation of Person docketed under INQ-16-C-0526 against Wenward Pellano, Mrs. Marissa Ocno-Pellano, Juanito Dela Cruz and Rixie Pagulayan.

The arrested suspects are now temporarily detained at San Pedro Police Station while awaiting their commitment order from the court.

On March 23, 2016 at about 12:10 PM, joint operatives of AKG VFU and Pavia Police Station Iloilo Provincial Office (PPS-IPO) arrested Ramil Jandoquile y Delaran, 36 years old, married and a resident of Brgy. Ungka II, Pavia, Iloilo Province.

Subject person was arrested at his residence by virtue of WOA issued by Hon. Judge Ma. Theresa N. Enriquez-Gaspar of RTC-6 Branch 33 dated March 15, 2016 for the crime of Rape by Carnal Knowledge and Rape by Sexual Assault with Criminal Case Numbers 16-7322 and 16-77323, respectively. No bail was recommended for CC Nr. 167322 while a bail amounting to Php120,000.00 was ordered for CC Nr. 16-77323.

Rescue of a Minor and Arrest of Three Suspects

 On April 30, 2016 at about 8:40 AM, the joint operatives of AKG LFU and Las Piñas City Police Station (LPCPS) in coordination with Tarlac Provincial Intelligence Branch (PIB) and Concepcion Municipal Police Station (CMPS) rescued kidnap victim 9-month-old, Julius Miguel Perez and arrested his baby sitter Jane Payoyo y Gravamin, 22 years old; Erica Pare y Sinio, 22 years old; and, Ernesto Pare y Mercado, 74 years old, at Brgy. Sto. Cristo, Concepcion, Tarlac


On May 1, 2016, the LPCPS filed a case of Kidnapping of Minor at the City Prosecutor’s Office in Las Piñas City against the arrested and at-large suspects, two Jane does and one John Doe docketed under NPS No. XV-04-INQ-16D-00304.

Arrested suspects are now temporarily detained at LPCPS pending the issuance of their commitment order from the issuing court.

Rescue of Anna Patricia Samonte and arrest of one suspect

On June 4, 2016 at about 6:00 AM, a team from AKG LFU, together with Mrs. Beverly Samonte, sister of victim Anna Patricia, proceeded to the residence of Patrick Robles, boyfriend of the victim, at Brgy. San Roque, San Pedro City, Laguna.  Upon arrival thereat, the team coordinated with the Brgy. Officials of San Roque which resulted to the rescue of victim Anna Patricia and arrest of Patrick Robles y Ricardo, 19 years old. Mr. Robles admitted that he orchestrated all the messages sent to include the ransom demand.

The victim was reunited with her family while the arrested person was brought to the PNP Crime Laboratory for medical examination.

On June 6, 2016, arrested suspect undergone inquest proceedings for violation of Article 282 of the RPC (Grave Threats) at the San Pedro, Laguna Prosecutors Office docketed under I.S. No. IV-29-INQ-16F-00139. He is now detained at San Pedro City Police Station.

b9.   Rescue of Princess Champagne Limco

On June 6, 2016, AKG LFU operatives together with Mrs. Alma Limco, mother of the 11-year-old Princess Champagne Limco, proceeded to Brgy. Calongbuyan, Candon City, Ilocos Sur Candon City for the possible rescue of the victim from Mherson Galldones, former houseboy.

Upon arrival thereat, AKG operatives coordinated with Candon City Police Station and Regional Intelligence Unit 1 and with the support of Barangay Intelligence Network (BIN) volunteers,operatives were able to locate the residence of Mr. Galldones. Immediately thereafter, victim Princess Champagne was safely rescued and Mr. Mherson Galldones was eventually arrested at his residence in Brgy. Calongbuyan on June 7, 2016 at about 1:00 AM. The victim is reunited with her family.

On June 8, 2016 at about 9:00 PM, arrested person was released from the custody of this Group in good physical and mental condition. He was released from custody due to an amicable settlement between Mrs. Limco and the family of the arrested person.

Mrs. Limco executed a written statement that they are no longer interested in filing any charges against the arrested person.

Arest of Wanted Person in Dumangas, Iloilo

On June 23, 2016 at about 11:10 AM, joint operatives of AKG VFU, Dumangas Police Station and 3rd Maneuver Platoon, Iloilo Provincial Public Safety Company, PRO 6 arrested Renato Deluso y Deles a.k.a. Rey of legal age and resident of Brgy. PD Monfort North, Dumangas, Iloilo with recommended bail of Twenty Four Thousand Pesos (Php24,000.00).

Deluso was arrested at his residence by virtue of WOA issued by Hon. Vicente G. Go, RTC 6, Branch 68, Dumangas, Iloilo docketed under Criminal Case No. 16-7001 for the crime of Frustrated Homicide.

Orbe was arrested at his residence  by virtue of WOA issued by Hon. Judge Victor Gelvezon of RTC 6, Branch 36, Manduriao, Iloilo City docketed under Criminal Case number 14-73517 for violation of section 11 para 2 (3) of Article II of RA 9165 (Possession of Dangerous Drugs).

    18 Community Security Awareness and Action Seminars were conducted with 1,895 participants. The seminar aimed to educate potential KFR victims on the anti-kidnapping precautionary measures.

    For the period covered, three cases were promulgated,while 14 WOA were served. AKG attended 80 KFR court hearings on different dates and areas in Luzon and Mindanao.

    Jonathan Tiu KFRC

    On January 7, 2016, Hon. Judge Josefina L. Siscar of NCJR, RTC Branch 55, Manila ordered the promulgation of decision on the case against accused Jonathan Riños, Evelio Sabarez, Jose Villamor, Aaron Toribio, Danilo Perpetua, Pablito Patlonag, Roque Amago and Cesar Gulle docketed under Criminal Case No. 07-252740 for KFR and Serious Illegal Detention.

    The court found the accused Jonathan Riños, Evelio Sabarez, Jose Villamor, Aaron Toribio and Danilo Perpetua guilty beyond reasonable doubt for the crime of KFR and Serious Illegal Detention in accordance with Article 267 of the RPC. They were sentenced to suffer the penalty of Reclusion Perpetua without Parole while accused Pablito Patlonag, Roque Amago and Cesar Gulle were acquitted by the court due to lack of evidence.

    Yassar Irfan KFRC

    On March 29, 2016, Hon. Judge Antonio Ray A. Ortiguera of RTC of Bataan, Third Judicial Region, Branch 2, Balanga City, Bataan ordered the promulgation of decision on the case against Sesendo Martin, Gallardo Martin, Nestor Juliano, Leonardo Alincastre, Rammil Calma, Cristina Mendoza and Renato Obendoza docketed under Criminal Case No. 11684 for KFR.

    The court found the accused Sesendo Martin, Gallardo Martin, Nestor Juliano, Leonardo Alincastre, Rammil Calma and Cristina Mendoza guilty beyond reasonable doubt for the crime of KFR in accordance with Article 267 of the RPC. They were sentenced to suffer the penalty of Reclusion Perpetua without Parole while Renato Obendoza is dismissed by reason of his death.

    On April 18, 2016, Hon. Judge Madonna C. Echiverri of Regional Trial Court, National Capital Judicial Region Branch 81, Quezon City, ordered the promulgation of decision on Criminal Case No. Q-02-112649 for KFR with attendant circumstances of double murder and attempted murder and Criminal Case No. Q-02-112650 for the crime of carnapping with attendant circumstances of double murder and attempted murder defined and penalized by R.A. No. 6539, otherwise known as Anti-Carnapping Act of 1972, as amended by Section 20 of R.A. 7659 against Rolando L. Villaver and Florante N. Concepcion.

    The court found the accused Rolando Villaver and Florante Concepcion guilty beyond reasonable doubt and they were sentenced to suffer the penalty of Reclusion Perpetua for the Criminal Case No. Q-02-112649 and life imprisonment for Criminal Case No. Q-02-112650.

    AKG is continuously reminding its personnel to adhere and respect to human rights particularly during police operation. AKG conducted six PICE wherein topics about prevention and control of human rights violations were disseminated.

    AKG adheres and respect human rights during police operations through the proper implementation of the Police Operational Procedure (POP) to prevent and control human rights violation. As a result, no personnel has violation on human rights law.

    For the period covered, AKG acted upon 50 complaints by walk-in complainants and were properly endorsed to the concerned police stations for proper police actions.

    The Base Fire Section, HSS headed byPSINSP CORNELLO B. DILLA, Chief of said section and two representatives from Quezon City Fire Department, Bureau of Fire Protection conducted Fire Drill Exercises which was participated by AKG personnel on March 15, 2016 at the AKG Compound, Camp Crame, Quezon City.       

    Likewise, AKG personnel led by the Ground Commanders, PSSUPT DEXTER G. RELLORA, Chief, OMDand PSSUPT JONATHAN M. URETA, AKG, DDO, participated in the 1stand 2ndQuarter CY 2016 National Simultaneous Earthquake Drillson April 21, 2016 and June 22, 2016, respectively, held inside Camp Crame, Quezon City.

    For the period covered, AKG e-survey from the CPSM to gauge the Group’s Performance Satisfaction Rating. The frequency of conducting thesurvey was based on the memorandum issued by DPCR which directed all concerned unit to conduct the survey every semester. Hereunder is the average rating result of the survey.

    The AKG PSMU is continuously preparing for the conduct of PNP AKG Certification on Proficiency Evaluation Process. Hence, the Advisory Council Resolution 2016-001 entitled “Inclusion of Field Units Advisory Council Chairmen as members of the AKG Advisory Council” and signing of Advisory Council Resolution 2016-002 as Renewal of Commitment of members of the AKG Advisory Council.

    Subsequently, the members of the AKG Advisory Council officially renewed their commitment through an Oath-taking Ceremony administered by PSSUPT AMANDO S LAGIWID, DDA, AKG and assisted by PSSUPT JONATHAN M URETA, DDO, AKG/C, PSMU, on June 29, 2016

         Procurement of ammunition reloading machine for 9mm and .40 caliber pistol. This project aimed to support the Group tactical skill enhancement through weapons manipulation and marksmanship.

Innovation

AKG-MFU continuously conducts its innovations in operational activities in order to enhance its monitoring of terrorist kidnapping personalities via social networking sites which became operational since January 2014. Said innovation was dubbed as “CYBER PATROLLING” where personnel surf the internet especially social networking sites to find unusual posts in Facebook, Twitter, etc. As a result of  this innovation, AKG-MFU have identified some members of Lucky 9 ASG subgroup on Facebook which portray the ASG’s radicalism and the kinds of armaments they own which may have been recovered from government troops they have ambushed or bought  using ransom  money they have taken from kidnap victims

private, business sectors and community leaders in order to harness more support to its anti-kidnapping efforts and to pre-empt possible incidents of kidnapping and other forms of criminality
