Camp BGen Rafael T Crame, Quezon City- In a remarkable display of law enforcement coordination, the Philippine National Police Anti-Kidnapping Group (PNP AKG) Mindanao Field Unit and the Philippine National Police Special Action Force (PNP SAF) joined forces to apprehend the Rank No. 6 (Municipal Level), Rank No. 7 (Regional Level- PRO BAR) and Rank No. 2 (Regional Level- PDEA BAR) Most Wanted Person involved in a series of high-profile Kidnappings and Serious Illegal Detentions; Violation of RA 9165; and Violation of RA 10591. The arrest took place on August 1, 2023, at about 2:44 PM in Brgy. Basagad, Balo-i, Lanao del Norte.
Fahad Makil Lumiguis a.k.a. Fahad Lumiguis Alangca/Abdul Raffy/Alu, 33 years-old, and a resident of Brgy. Olango, Baloi, Lanao del Norte had been evading arrest for an extended period. However, an extensive intelligence operation led by PNP AKG in coordination with PNP SAF was made. Employing meticulous planning, the law enforcement teams swiftly moved in to apprehend the suspect.
The aforementioned suspect was arrested by virtue of warrants of arrest for Kidnapping under Article 267 of RPC docketed under CC# 30003 issued and signed by HON. JIMMY BUSTILLO BOCO, Presiding Judge, RTC 11th Judicial Region, Branch 2, Tagum City, Davao Norte; Violation of RA 9165 docketed under CC# 21-24996; and Violation of RA 10591 docketed under CC# 21-24997, both issued and signed by HON. ALBERTO PANTONIAL QUINTO, Presiding Judge, RTC, 10th Judicial Region, Branch 1, Iligan City, Lanao del Norte dated March 18, 2021 with no bail recommended.
Authorities also recovered One (1) unit of Colt cal .45 M1911 with serial number 412299; Five (5) pcs. of live cal .45 ammunition; and One (1) piece of steel magazine of cal .45 from the possession and control of the said suspect.
Based on the records, Fahad Lumiguis was involved in different illegal activities. He is still active in illegal drug activities particularly in Municipality of Balo-i, Lanao Del Norte and other parts of Lanao Del Sur; Primary suspect on the shooting incident on August 17, 2019 at about 11:45AM at Upper Payawan, Brgy. Sarip Alawi, Balo-i, Lanao del Norte, wherein victim identified as Abdul Hamid Racman Usman. (No case filed); Primary suspect in the killing of Choneth Ann Cortez Ballesta from Iligan City in July 2022; (No case filed); Alleged involved in the killing of Municipal Mayor’s niece in Balo-i, Lanao del Norte; (No case filed); Involved in the kidnapping of a.k.a Amil on October 2, 2022, at around 11:00am in Tagum City, Davao del Norte. Served as a guard during the captivity of the kidnap victim, based on the sworn statement of the Kidnap Victim. (Case filed with WOA); and Alleged primary suspect on carnapping incident that transpired on June 12, 2023 at Balo-i, Lanao del Norte, wherein he allegedly carnapped a Multicab owned by his debtor who failed to pay a debt. (No case filed). He is also a target finance and supported the DI-Maute Group through Alimbusar Ali Lope Maute a.k.a Lucky 9.
The suspect’s arrest brings an end to a spate of kidnappings and other criminalities that have plagued the community, providing solace to the victims and their families who have endured immense suffering.

The relentless pursuit of justice and commitment to public safety have once again demonstrated the effectiveness of joint operations between specialized units in safeguarding the well-being of the Filipino people.
The suspect will face charges related to kidnapping, serious illegal detention, and other relevant offenses. Authorities are confident that the arrest will provide crucial leads and information to unravel other criminal networks associated with the suspect.

As investigations progress, more details regarding the arrest and the suspect’s criminal activities are expected to be revealed. The PNP AKG in collaboration with other agencies, will work tirelessly to ensure that the suspect’s network is dismantled, and all accomplices are brought to justice.
The accused was subsequently brought to AKG Mindanao Field Unit, Iligan Satellite Office for documentation and will be brought to Iligan City Police Station 4, Iligan City Police Office for temporary detention pending the return of the Warrant of Arrest to the issuing court and for inquest proceeding.
